Neil A. Solomon is the Chief Medical Director for Health Net, where he oversees the work of all Regional and Central Medical Management functions. His work focuses on Health Net’s relationships with physician groups, hospitals and other provider organizations. He is also responsible for the development and implementation of medical policy for the company.
Dr. Solomon also provides physician guidance on Health Net’s Quality Improvement activities and represents the company in external forums and with key clients. He represents Health Net at the Integrated Healthcare Association’s Pay for Performance Steering Committee, sits on the California Hospital Assessment and Reporting Taskforce (CHART) Board of Directors, and co chairs the California Quality Collaborative Steering Committee.
Prior to joining Health Net in 2008, Dr. Solomon was Founder and President of NAS Consulting Services, a health care consulting firm that provided assistance on quality improvement, outcomes measurement, and value demonstration. The firm worked with leading delivery systems, medical groups, managed care organizations, health care clinics, foundations, and purchasers to structure the health care delivery system for excellence and value.
Dr. Solomon received his BA and MD at Yale University, performed his residency training in internal medicine at the University of Pennsylvania, and completed a health policy fellowship at Stanford that was sponsored by the Robert Wood Johnson Foundation. He continues to practice Internal Medicine as a hospitalist physician.
James E. Woys

Jim Woys is executive vice president and chief operating officer of Health Net, Inc. He assumed responsibility for all operational matters of the company, including the commercial, Medicare and Medicaid lines of business, as well as the Health Plans and Government Programs division and all company administrative functions, in November 2008.
Mr. Woys was appointed executive vice president and chief operating officer in November 2007, and was accountable for a broad range of operations, including claims processing, membership and billing, call centers, information technology, the company’s Internet activities, health care cost data analytics, and pharmacy management. He had responsibility for three business units: Health Net Federal Services (HNFS), the government operations division; MHN, Health Net’s behavioral health subsidiary; and Health Net Pharmaceutical Services (HNPS), the company’s internal pharmacy benefit manager. Mr. Woys is a member of Health Net’s Executive Committee.
Mr. Woys joined Foundation Health Corporation, a predecessor company of Health Net, in 1986. Prior to joining Health Net, Mr. Woys was a consultant at Arthur Andersen/ PriceWaterhouse.
Mr. Woys earned his MBA from Golden Gate University, San Francisco. He holds a bachelor’s degree in Accounting from Arizona State University.
Steven J. Sell

Steven Sell has assumed a new role as president, Western Region Health Plan, leading Health Net’s commercial business efforts. This enterprise-wide responsibility is in addition to his current position as president, Health Net of California, the largest subsidiary of Health Net, Inc. During his 12-year tenure at Health Net, Mr. Sell has become widely recognized as a champion of consumer-focused initiatives aimed at improving access to and delivery of quality health care.
As president of Health Net of California, facing unprecedented economic challenges and uncertainty around health care reform, Mr. Sell has driven a successful business strategy, developing products that resonate with customers while fostering dynamic relationships with Health Net business partners. His leadership has focused on the distinct needs of California’s regional communities, resulting in tremendous growth for narrow-network products – a success driven by strong working relationships with the broker community and an unwavering focus on serving customer needs.
Before leading Health Net of California, Mr. Sell served as president and CEO of MHN, Health Net’s behavioral health subsidiary. Here, he implemented strategies for enhancing MHN’s product portfolio and client base through expanding wellness and behavioral change programs, and enhancing workplace and work/life services through Employee Assistance Program (EAP) solutions.
Prior to assuming the role of MHN president, Mr. Sell served as MHN’s Chief Strategy and Business Development officer, accountable for the financial, strategic and operational performance of the company’s commercial, health plan, and labor and trust clients. He also maintained oversight for the sales, marketing, account management, clinical services and operations functions.
Earlier in his career, Mr. Sell served as a consultant with Booz Allen Hamilton. He also spent six years with The Prudential in a variety of strategic and operational roles.
Mr. Sell holds a bachelor’s degree in Economics and Political Science from Swarthmore College and a master’s degree in Business Administration from Stanford University.
Donald H. Crane

Mr. Crane is President and CEO of the California Association of Physician Groups (CAPG). CAPG is California’s largest professional association that exclusively represents capitated, accountable care organizations, and is the voice promoting the interests of physicians practicing coordinated care within California. CAPG consists of over 155 multi-specialty medical groups and IPAs that employ or contract with approximately 59,000 California physicians who in turn provide medical care to over 18 million Californians.
CAPG is in the forefront of public policy advocacy on behalf of accountable care organizations. CAPG also serves as a key communication conduit between health care plans in California and their delegated physician networks, and provides a collaborative forum for benefit design, product design, and other strategic initiatives.
Mr. Crane is the Co-Chair of Cal eConnect, California’s state-wide health information exchange. He is also the Editor-in-Chief of the CAPG Health, a California magazine that reports on business trends, legislation, and industry initiatives impacting on coordinated care.
Mr. Crane is a healthcare and corporate attorney, and was formerly Vice President and Corporate Counsel to UniHealth, an integrated health care company that owned and operated acute care hospitals and health maintenance organizations, and managed numerous medical groups and IPAs. Mr. Crane was the Chairman of the Creditors Committee in the MedPartners bankruptcy.
Mr. Crane received his BA from the University of California at Berkeley in 1974 and his JD from Loyola University of Los Angeles in 1978.
C. Duane Dauner, MA, FACHE

C. Duane Dauner was appointed President and CEO of the California Hospital Association (CHA) in 1985. CHA is devoted to statewide representation and advocacy for California’s hospitals. CHA is one of the nation’s largest state health care associations, representing more than 400 hospitals and health systems.
Mr. Dauner has been active in national hospital and health care issues, serving on numerous American Hospital Association (AHA) and American College of Healthcare Executives (ACHE) boards and committees. He has authored numerous articles and a book; is a nationally known leader on health issues; and has lectured at several California university graduate programs.
In 2002, Mr. Dauner received ACHE’s highest honor, the Gold Medal Award, and he has been honored by the Partners in Care Foundation, National Health Foundation, UCLA and Health Care Executives of Southern California.
Mr. Dauner was an assistant professor at Washburn University of Topeka, Kansas prior to beginning his hospital association career at the Kansas Hospital Association in 1966. In 1975, he became president and CEO of the Missouri Hospital Association.
Mr. Dauner holds BA and MA degrees from Wichita State University.
Jay M. Gellert

Mr. Gellert is president and chief executive officer of Health Net, Inc. Health Net is among the nation’s largest publicly traded managed health care companies.
Mr. Gellert joined the company in 1996 as president and chief operating officer of one of Health Net’s predecessor companies, Health Systems International, Inc. (HSI). He also served on the HSI Board of Directors and as Chairman of the Board for HSI’s principal operating subsidiaries, Health Net and QualMed.
Prior to joining Health Net, Mr. Gellert directed Shattuck Hammond Partners Inc.’s strategic advisory engagements in the area of integrated delivery systems development; managed care network formation and physician groups practice integration. From 1988 to 1991, Mr. Gellert was president and chief executive officer of Bay Pacific Health Corporation, a Northern California health maintenance organization (HMO). From 1985 to 1988, Mr. Gellert was senior vice president and chief operating officer for California Healthcare System.
Mr. Gellert serves on several boards, including America's Health Insurance Plans (AHIP), and Ventas, Inc. In addition, he is a member of the board of directors of the Council for Affordable Quality Healthcare (CAQH), serves on the CAQH Executive Committee and is chairman of its Administrative Simplification Committee.

Edward O'Neil is a Professor in the Departments of Family and Community Medicine, Preventive and Restorative Dental Sciences and Social and Behavioral Sciences (School of Nursing) at the University of California, San Francisco. He also serves as the Director of the Center for the Health Professions, a research, advocacy and training institute which he created to assist health care professionals, health professions schools, care delivery organizations and public policy makers understand the challenges and opportunities of educating and managing a health care workforce capable of improving the health and well being of people and their communities.
Dr. O'Neil served as the Executive Director of the Pew Health Professions Commission from 1989 through 1999; the Commission was a nationally recognized advocacy group focused on reform in health workforce issues. He has published numerous articles, chapters and books on this and other work. He is or has served as a consultant to the World Health Organization, Government of New Zealand, Rockefeller Foundation, Pew Charitable Trusts, W.K. Kellogg Foundation, Fetzer Institute, Robert Wood Johnson Foundation, California HealthCare Foundation as well as a number of federal, state and institutional agencies.
He holds Bachelor’s and Master’s degrees from the University of Alabama and a Master’s of Public Administration and Doctorate in History from Syracuse University. In addition, he has received honorary degrees from New York Medical College, the Western University of Health Sciences and two other Universities. In 2003, he was elected to an honorary Fellowship in the American Academy of Nursing.
Pranav P. Kothari, MD

Dr. Pranav Kothari has spent his career in clinical and service process innovation, developing ideas for more affordable, higher quality healthcare. He is the founder of Renaissance Health, a healthcare innovation company focusing on the design and implementation of innovative health care delivery and financing models.
With Renaissance Health, he has spearheaded large-scale implementations of new models of care and reimbursement with large purchasers, unions, health plans and health systems. He is a lead developer of “complex care programs” that are being piloted across the United States, including the Boeing Company Intensive Outpatient Care Program, HEREIU/Atlantic City Special Care Center and the Oregon Health Leadership Council High Value Demonstration.
In addition, Dr. Kothari leads the design of scaled medical home pilots for a variety of populations, including the underserved and uninsured. Dr. Kothari also leads the Renaissance Health Academy, which delivers customized clinician training and content distribution for care management, Accountable Care Organizations and medical homes. Dr. Kothari co-founded the original Renaissance Health internal medicine (Harvard affiliated) “lab” practice near Boston.
Prior to Renaissance Health, Dr. Kothari led the Harvard Forums on Health, a cross-discipline national series on American healthcare challenges. He also served as Senior Advisor to the Harvard Interfaculty Program for Health Systems Improvement.
Dr. Kothari has executive experience serving as Medical Director at the Advisory Board Company, a think tank and consulting firm in Washington, DC. He managed the design and launch of the e-Hospital Program, a frontier initiative to develop the best consumer health navigation tools coupled with the smartest implementation within a health system.
He received his MD from the University of Michigan and clinical training at Georgetown University.
Thomas Bodenheimer, MD, MPH, FACP

Thomas Bodenheimer is a general internist who received his medical degree at Harvard and completed his residency at University of California, San Francisco. He spent 32 years in primary care practice in San Francisco's Mission District – 10 years in community health centers and 22 years in private practice. He is currently Professor of Family and Community Medicine at University of California, San Francisco. He is co-author of the books Improving Primary Care: Strategies and Tools for a Better Practice (McGraw-Hill, 2006), and the health policy text book Understanding Health Policy, 5th edition (McGraw-Hill, 2008). He has written numerous health policy articles in the New England Journal of Medicine, JAMA, and the Annals of Internal Medicine.
Brent C. James, MD, MStat

Brent James is known internationally for his work in clinical quality improvement, patient safety, and the infrastructure that underlies successful improvement efforts, such as culture change, data systems, payment methods, and management roles.
He is a member of the National Academy of Science’s Institute of Medicine. He holds faculty appointments at the University of Utah School of Medicine (Family Medicine and Biomedical Informatics), Harvard School of Public Health (Health Policy and Management), and the University of Sydney, Australia, School of Public Health. He is the Chief Quality Officer and Executive Director, Institute for Health Care Delivery Research at Intermountain Healthcare, based in Salt Lake City, Utah.
Through the Intermountain Advanced Training Program in Clinical Practice Improvement (ATP), he has trained more than 3500 senior physician, nursing, and administrative executives drawn from around the world, in clinical management methods, with proven improvement results (and more than 30 “daughter” training programs in 6 countries).
Before coming to Intermountain, he was an Assistant Professor in the Department of Biostatistics at the Harvard School of Public Health, providing statistical support for the Eastern Cooperative Oncology Group (ECOG); and staffed the American College of Surgeons’ Commission on Cancer.
He holds Bachelor of Science degrees in Computer Science (Electrical Engineering) and Medical Biology; an MD degree (with residency training in general surgery and oncology); and a Master of Statistics degree.

Michael Prelip, PhD

Dr. Mike Prelip has worked in the community for more than 25 years. He has directed many community based projects in the area of HIV prevention, adolescent pregnancy prevention, and substance use prevention, evaluated dozens of projects and has a clear understanding of the dynamics of program development within an organizational context. He has been responsible for the creation and maintenance of many community coalitions and collaborations and he supervises the required field component for the MPH degree in Community Health Sciences at the UCLA School of Public Health. He teaches courses in program planning, research and evaluation, leadership development and empowerment, community organization, and resource development for community based organizations.
Dr. Prelip has worked extensively in health care settings and continues to be involved in health care delivery to low-income populations as the vice-chair of the board of directors of the largest Federally Qualified Health Clinic in Los Angeles County. He is co-director of the UCLA HMRG and until recently the Director of the Pacific Public Health Training Center, a collaborative of the four California schools of public health and the University of Hawaii. He holds a full-time appointment as a Professor in the Department of Community Health Sciences.

Deborah C. Glik, PhD

Dr. Deborah Glik received her BA from Barnard College, served in the Peace Corps in Togo, West Africa, and completed her doctorate in behavioral sciences and public health at Johns Hopkins University in 1985.
She is now a tenured Professor at UCLA School of Public Health and specializes in the assessment and evaluation of educational, community based, and media projects. She has over 30 years of experience in conducting research on health behavior change, health communications, formative research, and program evaluation in a variety of settings in both domestic and international arenas. She is skilled in both quantitative and qualitative program evaluation methods.
Substantive research and practice areas include evaluation and promotion of school and community immunization programs, infectious disease control, injury control, nutrition and gestational diabetes, and risk communication and formative research on the effectiveness of disaster and emergency response system measures for the CDC & Los Angeles County Health Departments. Current social media projects with youth audiences include those with Health Net on health care literacy as well as a project on healthy food access and one on reproductive health in Senegal West Africa.
Vincent D. Nguyen, DO, CMD

Dr. Vincent Nguyen is a Board Certified Hospice and Palliative Care Specialist with Board Certifications in Geriatrics and Family Medicine. He earned his Medical Degree from Western University of Health Sciences in 1992.
Dr. Vincent Nguyen joined Monarch HealthCare in 2006 and serves as the Medical Director of Monarch’s Geriatrics and Palliative Care Services. In addition, he is an Assistant Clinical Professor at the UC Irvine School of Medicine implementing training programs for mid-career Physicians on the art of Hospice and Palliative Medicine.
In January 2011, Dr. Nguyen received a two year Grant extension from the California Health Care Foundation to champion the POLST implementation in Orange County. He currently co-chairs the Orange County POLST Coalition to advance this effort.
Before joining Monarch, he served as the Medical Director for VITAS Healthcare Corporation of California. Dr. Nguyen has published numerous articles and has co-authored several chapters in 20 Common Problems in End of Life Care, published by McGraw-Hill Companies in 2002 and 2011.
Michael van Duren, MD, MBA

Michael van Duren, MD, MBA, is the chief medical officer for Sutter Physician Services. Sutter Physician Services provides health care management and administrative services, including billing and accounts receivable and managed care administration, for provider groups, facilities and payers.
Dr. van Duren chairs the Sutter Medical Network’s (SMN) medical director forum and leads clinical variation reduction using advanced informatics to facilitate quality, affordable care across the SMN’s participating physician organizations (Sutter Health medical foundations and aligned independent practice associations).
He has over 10 years experience as a managed care executive serving hospitals, health plans and physician groups. His previous roles include vice president of clinical services for Hill Physicians Medical Group, chief medical officer for the San Francisco Health Plan, regional medical director for PacifiCare and medical director for the Contra Costa Health Plan.
Dr. van Duren serves on the California Association of Physician Groups Pay for Performance Committee and chairs their Northern California Medical Policy Committee. He represents the physician organizations on the Integrated Healthcare Association Technical Efficiency Committee and participates in the planning group of the Efficiency Collaborative of the California Quality Collaborative. In addition, he is a member of the Symmetry Medical Advisory Board for Ingenix.
He received his medical degree from the University of Pittsburgh School of Medicine, and his MBA from the Paul Merage School of Business at the University of California at Irvine. For 10 years, he practiced family medicine and obstetrics.
Madrone Williams

Madrone Williams, RN, MSN is a Senior Transformation Consultant with Sutter Health University, the division of Sutter Health that drives the transformation of healthcare by leading innovative system wide change efforts, and developing system leaders.
Ms. Williams is an experienced change leader with expertise in assessing and improving organizational effectiveness and managing the people challenges associated with large scale organizational change and transformation. She is a sought after facilitator and is known for building effective leadership teams and for assessing and enhancing organizational culture.
Currently, Ms. Williams leads variation reduction projects throughout the Sutter Medical Network helping the Sutter affiliated physicians achieve affordability. She leads groups of physicians to explore opportunities for reducing variation in care patterns. Ms. Williams is instrumental in turnaround efforts in emerging physician groups and leads the integration and alignment of system wide change management initiatives.
With over 20 years of experience as a health care leader, Ms. Williams draws from a wealth of knowledge including; operational management of multiple inpatient and outpatient departments within a Women’s and Children’s service line, strategic planning, business development, change management, organizational development, performance improvement, project management, education, leadership development, professional coaching and group facilitation.
Ms. Williams has a masters degree in nursing leadership from Sonoma State University. She teaches maternal-child nursing at Santa Rosa Junior College and is currently working on a book on change management as it applies to physician leadership in achieving affordability.

Brenda Premo, MBA, continues her work as a champion for disability rights as founding director of Western University’s Center for Disability Issues and the Health Professions.
Premo is the founding director of the Harris Family Center for Disability and Health Policy at Western University of Health Sciences. She was the Director of the State Department of Vocational Rehabilitation during Governor Pete Wilson’s administration. She was deputy director of the department’s Independent Living Section from 1991 until Governor Wilson appointed her director in 1994.
Her work in civil and disability rights drew the attention of several prominent government leaders, including President Ronald Regan, who named her to serve on the National Council on Disability in 1986. As a Council member she helped develop language for legislation which evolved into the Americans with Disabilities Act (ADA), passed by Congress in 1990. She continued her ADA work while with the State Department of Rehabilitation, serving as a senior management lead in the public and private sectors on the ADA and its implications.
The California State Senate honored her as “Woman of the Year” in 1988 and in 1998 she received the National Rehabilitation Awareness Foundation’s “Special Achievement Award.”
Premo graduated with a Bachelor of Arts degree in psychology from California State University at Long Beach and earned her MBA from Pepperdine University.

June Isaacson Kailes is consultant and a disability rights advocate. Respected and recognized nationally and internationally, she is one of the original national leaders in the Independent Living Movement.
June is an Adjunct Associate Professor and the Associate Director of the Center for Disability and the Health Policy at Western University of Health Sciences, Pomona, California.
June has operated a consulting practice since 1978. She consults for and trains businesses, universities, state associations, government entities, centers for independent living and other not-for-profit organizations. June writes, speaks and educates from practical "hands-on" experience and over three decades of extensive research and training.
She serves on many national committees and boards, including the Institute of Medicines’ Committee on Disability In America and SBC's Telecommunication Citizens Advisory Panel. She has held many offices on the boards of the National Council for Independent Living (NCIL), and the California Foundation of Independent Living Centers. As a presidential appointee to the United States Access Board from 1995 - 2003, she served as its chair and vice chair.
June earned a Masters degree in Social Work from USC and a Bachelor of Arts in Psychology from Hofstra University.

Hal F. Yee, Jr., M.D., Ph.D. is Chief Medical Officer at San Francisco General Hospital and Trauma Center and Rice Memorial Distinguished Professor of Medicine at UCSF. He also serves as Chief of Gastroenterology at SFGH and the Director of the UCSF/SFGH Center for Specialty Access & Quality.
Dr. Yee graduated from Punahou School and Brown University. He received his MD/PhD from UCLA and completed Internal Medicine Residency and Gastroenterology Fellowship at UCSF. After 8.5 years on UCLA’s faculty he returned to UCSF and SFGH in 2004.
His current research seeks to create, implement, test, and disseminate strategies for improving access to and quality of specialty healthcare focusing on (1) integrating health information technology with specialty care delivery, (2) facilitating interactions between primary care and specialty providers, and (3) enhancing the efficiency of specialty service provision. Dr. Yee conceived of and championed the implementation of an innovative system for managing specialty referrals and consultations within San Francisco’s safety net. This system serves as a model for specialty care access across the country and has been recognized by numerous organizations including awards from the National Association of Public Hospitals, California Association of Public Hospitals Safety Net Institute, and the Kaiser Foundation.
David Lansky, PhD

David Lansky, PhD, is the President and Chief Executive Officer of the Pacific Business Group on Health (PBGH) and directs its efforts to improve the affordability and availability of high quality health care.
Since 2008, David Lansky has led the coalition of 50 large employers and health care purchasers representing over three million Californians, including CalPERS, Wells Fargo, Intel, Safeway, Chevron, and the University of California. PBGH also collaborates with diverse stakeholders on national health care policy issues through the Consumer-Purchaser Disclosure Project.
A nationally-recognized expert in accountability, quality measurement and health IT, Lansky has served as a board member or advisor to numerous health care programs, including the National Quality Forum, National Priorities Partnership, the Joint Commission, the National Patient Safety Foundation, the Leapfrog Group, the Medicare Beneficiary Education Advisory Panel, and the American Health Information Community (AHIC). He is now the purchaser representative on the federal HIT Policy Committee, serves on its Meaningful Use Workgroup and chairs its Quality Measures and Information Exchange Workgroups. He is also co-chair of Cal eConnect, California’s state designated entity for governance of health information exchange.
Previously, he served as Senior Director of the Health Program at the Markle Foundation (NY) from 2004 to 2008. From 1995 to 2004, Lansky was the founding President of the Foundation for Accountability (FACCT), a public-private venture developing quality measures and web-based tools to help consumers and purchasers assess the value of health care services and providers. Before establishing FACCT, Lansky was a senior policy analyst for the Jackson Hole Group during the national health care reform debate of 1993-94. He led the Center for Outcomes Research and Education at Oregon-based Providence Health System from 1988 to 1993.
He is the author of over 30 peer-reviewed papers on outcomes research and quality measurement and holds a PhD degree from the University of California, Berkeley.
